The Failure of the 28-Point Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are waged: hopeful statements are delivered from various governments. Significant resources is allocated on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "resolution".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track projectile deployments from Russian territory, a capacity provided through current data. From observation points, defense planes that had been deployed to intercept incoming aerial threats streaked across the sky – modern combat jets delivered to Ukraine by European allies.

Moments later, Kyiv's air-defence systems engaged: several firings fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, most likely delivered by partner states. Every launch shakes the surroundings, causing tremors. The moment of terror quickly becomes sober acceptance: maybe the incoming missile won't cause damage this time, sparing the city from devastation and another blackout.

Continuous Dangers

Soon after, a large-caliber weapon opened up on a aerial vehicle close by, part of a rapid response unit – most likely Western-made equipment. Sadly, the bullets missed the opposing UAV – it continued its flight toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the early updates: seven people killed, devastation and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's vital need on external assistance – a reliance that neighboring countries are clearly incapable to replace in the near term.

Unsuccessful Negotiations

The 28-point plan from American leadership sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new proposal from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This cycle will, no doubt, continue.

Political Considerations

It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a assumption familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unrealistic to pressure the Kremlin to surrender the land that it currently occupies in Ukraine's occupied territories.

The issue is that while recognising this factual reality, US leadership does minimal to prevent Kremlin actions, through statements or actions, from believing that the current condition will not change more in its benefit in the coming year.

Divergent Views

Therefore, Moscow is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but averting a entire defensive failure until conditions improve in its favour.

Current Realities

Factually, there are no real preconditions for a truce. Now, subjective factors are coming into play: political desires to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their task will now be much harder after latest incidents, it remains quite doubtful that this will change their overall approach.

These two forces are influencing discussions.

Assessment and Future

It took a just a single week to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.

While new plans based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to modify developments, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require ongoing international assistance.
